The wheel has no ticket office of its own: entry and tokens are shared with Luna Park. Below is everything the sources say about how rides work, and everything they don't.

What to Look For
Look for the clock tower
The red-and-white entrance tower with a clock is the park's main landmark. From there, alleys lead off to the carousels and the wheel.
Tokens at the entrance
The ticket window is right by the information desk. They'll tell you on site how many tokens the wheel takes; the sources don't give that figure.
The cabin is enclosed
The cabins are glazed and roofed, which is much nicer in heat and wind than an open gondola.
